My colleague's computer works on win10 and has some older version of Inkscape. What those two computers have in common are: they both have win7, the newest version of Inkscape is installed on both of them. And on his computer Inkscape showed some error but at the same time it opened a file! Now, I also had this problem on my computer back at home. I used to think it was a problem with certain files as it happened from time to time but today I tried to download many different pictures and basically all of them were useless for me. I open it, Inkscape doesn't show me any error and just opens a file with nothing inside. I download a picture from freepik, I see that in.
